Texas Manufacturing Assistance Center

The Texas Manufacturing Assistance Center Serves East Texas including Atlanta from the Longview, TX office - 903-757-5857. This organization offers assistance to Texas' small manufacturers by providing assistance in the appropriate use of technologies and techniques. TMAC offices are located throughout Texas. The staff consists of trained engineers who are experts in upgrading manufacturing operations.

TMAC field engineers work with the small manufacturers to improve their production. They help by implementing technologies and techniques that produce the manufacturers products more efficiently and with a better response time. Some examples of TMAC assistance include:

The Texas Enterprise Zone Program can mean MORE PROFITS for your company!

Enterprise Zone Advantages for approved Enterprise Projects -

  • Refund of State Sales and Use Tax
    Enterprise Projects may receive up to $1.25 million in refunds of state sales and use tax, at a rate of $2,000 for each new, permanent job created. The maximum refund is $250,000 per year for 5 years, based on taxes paid on the purchase of machinery, equipment and building materials for use by the business in the zone.
  • Franchise Tax Reduction
    Enterprise Projects are eligible for a franchise tax reduction based upon 50 percent of the increase apportioned taxable3 capital or 5 percent of the apportioned earned surplus income.
  • Property Tax Abatements
    The City of Atlanta and Cass County have provided negotiated property tax abatements based on job creation, average wages, and capital investment.
  • Grants and Refunds
    The Atlanta Economic Development Corporation will consider other incentives for approved projects, including grants and refunds. Eligible projects must meet strict job creation and wage guidelines.

The Atlanta Enterprise Zone has been approved through the State of Texas Enterprise Zone Program. Qualified businesses may locate in approved Enterprise Zones and be designated as an Enterprise Project by the Texas Department of Economic Development. The Qualified Business must be active in the zone, and at least 25 percent of its new positions must be for employees that are residents of any zone with the city or county's jurisdiction, or economically disadvantages as defined by state law. The City or County submit applications for businesses desiring designation as an Enterprise Project.


Sales Tax Exemption on:

  1. Manufacturing Machinery and Equipment
  2. Tangible personal property with a useful life of 6 months or less that will become an ingredient or comonent part during the manufacring, processing, or fabrication of tangible personal property for ultimate sale.
  3. Tangible personal property used exclusively for the exploration for or production of oil, gas, sulphur and other minerals outside the territorial liomits of Texas.
  4. Aircraft sold to a foreign government, a non resident of Texas, or a person ujsing the aircraft as a certified or licensed carrier of persons or property, or usiong the aircraft for the exclusive purpose of training or instructing pilots.
  5. Repair service to aircraft operated by a certified or licensed carrier.
  6. Materials, equipment, and machinery that enter into and become component parts of a ship or vessel that is of 8 or more tons displacement, or ships of this size which are used exclusively in a commercial enterprise.
  7. Agricultural equipment and machinery used exclusively on a farm or ranch,k Locomotives and rolling stock, including trains and supplies of fuels. Tangible personal property that is shipped to a point outside Texas.
  8. Items sold in connection with a joint research and development venture to a participating entity.
Freeport Exemption

Within the city limits of Atlanta, Texas, manufacturers' goods are exempt from ad valorem taxation if:

  1. the property is acquired in or imported into this State and forwarded outside this State, whether or not the intention to forward the property outside this State is formed, or the destination to which the property is forwarded is specified when the property is acquired ion or imported into this State;
  2. the property is detained in this State for assembleing, storing, manufacturing, processing or fabricating purposes by the person who acquired or imported the property, and
  3. the property is transported outside of this State not later than 175 days after the date the person acquired or imported the property in this state.
